It’s the wind chill effect. You’ll feel cooler than the temperature on the thermostat.

Turn Off the Fan When You’re Not There

Treat your ceiling fan like you would lights and turn it off when leaving a room. If no one is in the room to feel the wind chill that a fan produces you’re wasting energy by running your fan. Don’t forget, a fan doesn’t cool your air, it just moves your air.
